Bill Introduced in Congress to Codify Executive Order 11246

By David Cohen, Joanna Colosimo, and Mitchell Chamberlin

On February 5, 2025, Representatives Shontel Brown (Ohio) and Jamie Raskin (Maryland) introduced House Resolution 989 (HR 989) to codify Executive Order 11246, which was revoked by President Trump’s controversial Executive Order 14173, “Ending Illegal Discrimination and Restoring Merit-Based Opportunity.”

Executive Order 11246, which was issued in 1965 by President Lyndon Johnson, mandated equal employment opportunity and prohibited discrimination in government employment and by government contractors.

HR 989, which has 47 sponsors (as of the date of this blog), all of whom are Democrats, was referred to the House Committee on Education and Workforce.
