At the beginning of August, the Minnesota Department of Human Rights (MDHR) unveiled its new process allowing state contractors to securely submit their Annual Compliance Report (ACR) and supplemental documents to the agency. The online form is designed to simplify and modernize the submission process and provide a secure way to submit required data to MDHR.
Key Features of MDHR’s New Online Form
The launch of the online form comes on the heels of the release of the revised ACR forms, which we covered in a previous blog. The form is organized into two distinct sections.
- Submission Details – In this section, contractors enter the company name and contact name/information. It is important to note that MDHR has indicated that the contact’s name is the person who is listed as the EEO Coordinator on the Workforce Certificate application and EEO Policy statement. In addition, there is a space to enter the name and contact information of the person who prepared the ACR.
- File Upload – Within this section, there are two subsections designated for uploading:
- Part 1: Year in Review (i.e., narrative)
- Part 2: Data Analysis
State contractors may provide voluntary information to supplement the submission through an “Other (optional)” upload (e.g., support documents to the availability analyses). Finally, there is a window where users can add comments regarding any changes in the organization or contact name/information.
MDHR Building an Online Portal
To further improve the experience for state contractors, the MDHR is building an online portal called MyCert. The portal will streamline the way businesses apply for Workforce and Equal Pay Certificates and submit regular reports. MDHR plans to include a secure messaging system within MyCert as well.
Using the ACR Submission Form
Contractors can access the current MDHR submission form to upload their ACR through MDHR’s website.
