OFCCP Releases Updated Federal Contract Compliance Manual (FCCM)

After years in the making and much anticipation, the OFCCP released the Federal Contract Compliance Manual (FCCM) to the public today. It is our understanding that the FCCM was released to OFCCP field staff for some time now and the national office spent some time during the summer training staff on substantive changes. One thing to note is that this manual does not create new law nor does it impose any new requirements on federal contractors. It is merely a manual that is nonbinding on both OFCCP and contractors. However, it is a safe assumption that contractors will notice a change in protocol and enforcement during the course of a compliance evaluation.
